"In the more recent years, Northampton Township had a volunteer police force and elected it's own constable. It is unknown just when Jack Frey was first elected constable, but he was appointed Police Chief about 1922, and served 42 years. The first part-time officer under Jack Frey was Ed Traub who was also a member of the Volunteer Fire Company's fire police. He soon was joined by Gus Lempa who lived in the Holland area. Their pay eventually covered cost of their gasoline and tires. The third member was Al Conrad, then Ray Shaw, and H. Warren Hogeland, who joined this volunteer organization in 1960. Hogeland is currently District Justice.

Chief Frey derived his income from the operation of the Frey Machine Shop in Richboro. As a voluntary service to our township, he donated his time, and provided his own automobile, together with complete radio equipment, red light and siren, and uniforms. The township was unique in that Frey drove a Lincoln Continental which he up-dated every year. Being pulled over to the side of the road by a police officer in a large Continental really impressed strangers in our township!"
