All state funds must be used on things that are associated with highways. A percentage can be used towards equipment, salaries, materials, maintenance, snow removal and other related tasks.
These paving projects are paid in part by 2 different state fund programs:
The Highway Aid Fund accounts for the Township's share of liquid fuels tax dollars provided by the Commonwealth of Pennsylvania for maintenance of local roadways. The Commonwealth generates funds through a tax on motor fuels. In 2009, the Township received $865,000 in liquid fuels tax funds. This amount is projected to remain the same in 2010.
The Township share of liquid fuels dollars is determined by a formula based on qualifying road mileage. Each year, the Administration forwards information on any newly dedicated roads to the Pennsylvania Department of Transportation, and additional mileage is added to the Township's road inventory. All new roads must meet specific design criteria. If the road qualifies, the liquid fuels funds grant increase accordingly. Funding can also increase if the State Legislature changes the percentage appropriation for its Motor Fuels Fund to support local roadway maintenance. Currently, about 12 percent of the fund is distributed to municipalities across the Commonwealth each year.
Expenditures from the Highway Aid Fund are restricted by the Commonwealth regulations to specific roadway maintenance functions, acquisition of road maintenance materials and equipment, traffic signal and street light operations, roadway paving, and re-construction. The Commonwealth audits the funds annually.
The Township plans to resurface approximately 3.2 miles of roads in 2010, compared to 2.8 miles in 2009. Given that the estimated life of a road surface is 20 years, the Township should be paving 8 to 10 miles each year in order to maintain the 180 miles of Township owned roadways. Road resurfacing expenses are related to the cost of motor fuels, so the cost for roadway paving increased with the price of crude oil. In 2000, it cost $38,000 to resurface one mile of roadway. In 2009, this cost exceeded $105,000. As part of its long range planning strategy, the TOwnship must develop a comprehensive roadway maintenance program and seek additional funding sources for this important municipal function.
The state highways are offered back to the Township in a turn back program. The Township makes an appraisal of the road in terms of repair, storm sewer, traffic, resurfacing, line painting, etc. The state, in turn, takes the list and makes all of the necessary repairs. After all of the repairs are made, the Township re-inspects the highways and then the Township engineer recommends the highways for dedication to the Township. The supervisors then have to vote on a resolution to accept them. The Township then becomes responsible for the particular roads for their life. A state allocation of $37,000 in 2009 was based on the mileage of roads that were turned back.
The Public Works Department contacts PennDot and a Representative comes to the Township to inspect the roads that the Township would like to resurface. After all of the necessary paperwork is completed, the state gives the Township a start date to proceed with the paving. Because we pave our own roads, the Township saves money. The roads are subject to approval of the state. In 2009 and 2010, approximately $300,000 was spent on resurfacing roads.
