PROCEDURES FOR PUBLIC PARTICIPATION NORTHAMPTON TOWNSHIP
COMMUNITY CENTER ADVISORY COMMITTEE
A.
Purpose
The Community
Center Advisory Committee (CCAC) desires to accomplish the mission and
directives of the Board of Supervisors with relation to the Community
Center in an expeditious manner while encouraging thoughtful and insightful
comment and/or advice from the general public. Further, it is the intent
of the Committee to conduct all meetings in an "open" format.
B. Conduct of Meetings
1.
Format - All meetings of the C.C.A.C. will be conducted open to the
public, i.e. any members of the public who are not actual members of
the C.C.A.C. are welcome to attend any/all meetings and observe the
proceedings.
2.
Taping/Video Taping - Any/all meetings may be taped and/or videotaped
at the Chairman's (C.C.A.C.) discretion. Taping and/or videotaping of
the meeting by members of the general public is permitted provided that
such actions do not interfere or impede on the proceedings of the C.C.A.C.
at the sole discretion of it's Chairman.
3.
Advertisement/Schedule of Meetings - As an advisory to the Board of
Supervisors, the C.C.A.C. shall attempt to schedule all meetings in
advance and to adhere to a schedule of meetings on the first and third
Mondays and second and fourth Wednesdays of each month. All meetings
will be duly advertised in the legal section of the Bucks County Courier
Times at least twenty-four hours prior to the actual date of the meeting.
4. Public
Participation - In order to encourage public in put that is organized
and constructive the process and deliberations of the C.C.A.C., the
C.C.A.C. shall permit any individual and/or group (other than those
specifically invited by the C.C.A.C.) to present information and/or
comments at a C.C.A.C. meeting, under the following guidelines:
a)
All requests to address the C.C.A.C. with comments
and/or information shall be made in writing,
and shall include the following information:
(1)
Name(s), address(s) and phone number(s) of
those expected to present information and/or
comments.
(2)
Occupational/professional background of the individual(s)
presenting information and/or comments.
(3) Curriculum
vitae and/or resume of individual(s)
if desiring classification by C.C.A.C.
as an "expert" witness.
(4)
Any and all documentation, graphs, tables, reports,
surveys, etc., including a concise summary
of the comments or presentation itself.
b) At
the Chairman's (C.C.A.C.) sole discretion, the request
for addressing the C.C.A.C. shall be scheduled
for a future C.C.A.C. meeting. Certain rules
regarding that presentation (time, limits, etc.)
shall be established by the Chairman.
c) Any requests to address the C.C.A.C. must be made
on the form provided (attached)
